Aircraft Rules
Common Sense With Aircraft
  1. Please use common sense when flying or operating aircraft. Other rules like DM, KOS, etc. will already cover that you shouldn’t purposely crash your aircraft or use it improperly. Your aircraft may be seized if you show a pattern of misconduct or the severity of your improperly use with aircraft.
Flying Around & Within NCZ’s
  1. Only players with the proper authorization or ownership within an NCZ may fly or operate an aircraft within that NCZ and/or park within it. (LEO groups operating within their jurisdiction and business owners and their properties)
Shooting/Enganging With & At Aircraft (Within & Outside)
  1. Players MAY NOT open fire or engage with any aircraft flying around, even if you have valid demands with the pilots/passengers group on the ground.
  2. Players MAY open fire or engage on an aircraft if someone within the aircraft shoots or engages on someone FIRST.
    a. Players MAY open fire or engage on an aircraft if someone with valid demands on them is fleeing and then boards an aircraft.

Added::
Temporary Rules
Temporary Rules may be enacted onto the server for anything that needs a quick rule inplace to ensure stability within the server. These rules are in effect only for ONE Week from their announcement, if it’s been past a week and it DOES NOT appear here in the official rules, then it is no longer an active or valid rule. (The proper staff with the proper authority may make announcement about temporary rules, ie. GM, Audit, SA+, etc.)


We've added a rule in our KOS section!

Added::
3. You cannot KOS an LEO unless one of your gang’s top three highest ranking members in command is threatened with arrest, OR unless officers have fired upon you or any member of your gang.


We've amended a rule in our Gangs & Gang HQ's section!

From:
5. Attacking gang HQ's will only be permitted if you witness illegal activities within a gang's HQ and you have not entered the premises of the HQ. You must have POV with a timestamp of witnessing the illegal activities and only have a permitted time of 30 minutes within witnessing it to raid the HQ.

To:
5. Hitting gang headquarters will only be permitted if you witness illegal activities within the perimeter of a gang's HQ and have not entered the premises of the HQ. You must have POV with a timestamp of witnessing the illegal activities and only have a permitted time of 30 minutes within witnessing it to hit the HQ.
a.) Acceptable illegal activities to hit an HQ could include: Seeing people in vehicles with rebreathers on or seeing someone holding an illegal weapon other than a heavy pistol.

We've added a rule in our NEW Illegal Group Regulations section!

Added:
Creating A Group

In order for a group of players to seek “Official Illegal Group” status (hereafter referred to as OIGs), the individuals must meet a list of criteria set out below, to Illegal Group Management (hereafter referred to as IGM). There will be various stages to acquiring OIGs, and all must be met before it is granted. The criteria is as follows:


  • A group must consist of a minimum of FIVE (5) active members upon inception. Once this original five have been chosen, the group is to make a ticket on discord and hand over any information requested by IGM. Basic information will include, but is not limited to:
    • Group Name
    • Group Member Names
    • Lore (as documented on the MCRP forum)
    • RP type (what type of RP will be brought to the server with this group)

  • A TWO WEEK (14 days) trial period will be conducted, wherein IGM will discuss amongst itself to ascertain the quality of roleplay that is brought by the group, and whether the group is deserving of being granted OIGs, and to be endorsed by the server as such.
  • After this two week period, a group will be granted OIGs, and will be able to select a building to serve as the exterior, and grant safety to their members via HQ protection, as described in the MCRP rules document. The group will then be monitored again for ONE WEEK (7 days) before being granted an opportunity to purchase an interior for their HQ (Garage included).
  • After this one week period (total three weeks), Groups will continue to be monitored, and have an option to purchase a Factory after a further FOUR WEEKS (28 days), as discussed and ruled by IGM. Various factors will contribute to the acquisition of a factory, these factors include, but are not limited to:
    • Overall group RP standards.
    • Overall member count.
    • Overall group activity.
  • After this four week period (total seven weeks), groups will again continue to be monitored, and will have an option to purchase a second Factory after a further EIGHT WEEKS (56 days), as discussed and ruled by IGM. Various factors will contribute to the acquisition of a factory, these factors include, but are not limited to:
    • Overall group RP standards.
    • Overall member count.
    • Overall group activity.
The above are guidelines, and are all privileges. No group is deemed “deserving” or “worthy” of anything unless it is decided by IGM and GM Leadership. Regardless of how long a group has been with the server, or how much roleplay an individual or individuals believe they have done, nothing is owed to anyone in any given situation.


Maintaining A Group

For the duration of a group within the OIGs, all groups will be held to a high roleplay standard. At any time, and for any reason, a member of IGM may ask a group for proof of their roleplay. This is not done to harm or belittle any group, it is purely done as a guarantee from a server standpoint, to ensure that all groups are bringing the high level of roleplay we expect from a server endorsed group.

Furthermore, groups that have obtained OIGs and have been granted a factory, must exhibit gun sale roleplay, be it to other groups, or to other people in general. This is a mandatory exercise, and must be showcased at least once per week in order to keep the privilege of owning and operating a factory. This activity will be posted into the showcase ticket on discord.

Players must be a part of the B Menu group in order to fight alongside the group. It’s not immersive for players to join up with a random group of people just for PvP reasons.

Illegal Group Leaders (hereafter referred to as IGLs) are expected to bring the quality we require to a group. The individuals selected must be known within the community, and already exhibit a high standard of roleplay within the community. TWO (2) people from the group will be selected to represent the group at an official capacity. These two people do not have to be the group leader as defined by the group menu in-game, but will be held wholly responsible for all actions and interactions with IGM through their showcase. IGM reserves the right to remove any person/people from their Illegal Group Leader status, for any reason, but the reason must be made clear and acknowledged by all parties before any action is taken.

IGLs will be held responsible for the overall standard of their group, as dictated in the MCRP rules. Should there be issues surrounding members in the group, the issue will be brought up to the IGLs through their showcase, and corrective action will be discussed, whether it’s group removal, or server punishment. All players are required to be in the group’s B menu list to participate in any group activities.


Factories

Going forward, each group will be capped at 2 weapon factories. However, you can buy it whenever you have the money for it, and have met the time prerequisite. The first weapon factory a group purchases will be $5m to give smaller groups without a turf or large source of income a chance to own one. The second factory will be $10m, meaning you will really have to work to prove your group is reputable enough to be able to afford a second factory.

To purchase a factory, you will have to make a ticket to have the location approved. All groups that have a gun factory are still going to be required to submit (2) RP scenarios per month involving the sale of weapons outside of your gang/alliance to other groups/gangs or civilians as well. Failure to provide this RP could result in your factory being temporarily disabled. We do not want gangs hoarding weapons and still want to see them being distributed to smaller gangs who cannot afford a factory.

Moving a factory will still be possible, but there will be a fee of $1m to do so.


HQ Interiors and Garages

An HQ interior will cost $1m and a garage will cost the same. A garage will not be a prerequisite for anything else like the HQ interior is, however if you wish to have somewhere less noticeable to store your gang’s vehicles, we will keep this option open for you.

To move an HQ interior, it will still cost $1m.

To request an HQ Interior or a Garage, please open a ticket with IGM and send us your desired location to be approved. In order for your group to be approved for an HQ interior, you will have to have met all the prerequisites as listed above. Along with this you will be required to show us the RP of how your group came to be in this area. This should be reflected in your group’s lore post on the forums.


Drug Tables

Groups will still be allowed to have drug labs inside of their HQ’s. To keep the economy intact, we will be limiting this to two high quality drug labs inside of an HQ. You are free to have as many drug labs as you like in the exterior of your HQ, but keep in mind this could be risky and allow for a group to have reason to attack your HQ.

With this update we will also be removing the limits on how many turfs a group can have. If your group has the manpower and resources to manage to keep and maintain 2 turfs without letting anyone else get their points up on it, then so be it. 2 is the maximum amount of turfs a group can hold at any point, and they must lose one before acquiring another.


War And Long Term Conflict

Having a long term conflict with a group? Already tried resolving the issues, but the other group just will not compromise? Take them to war! We’re bringing back wars for groups who need a slightly more…drastic resolution to a long term conflict.

Just as it was in the past, you will have to submit a ticket to have your war terms approved by Group Management. For a gang war to be approved, you will need a very, very good reason. Wars are not something that should be taken lightly. They are the last resort to a conflict that cannot be solved in any other way. Rules and terms will be different for each war and will be determined and negotiated by the initiating gang, the gang that is being declared on and Illegal Group Management.

After a war has been finished, all groups participating will be on a one month cooldown from participating in any wars.

We've amended a rule in our Immersion section!

From:
2. Crime within city limits:
a. Between the hours of 5:00 AM to 10:00 PM in-game time; you are not permitted to commit a major crime (Felony Class Crimes) within any city limits (LS, Sandy, Grapeseed, Paleto) during the day, unless seen selling on owned turfs. (Example map provided below, all areas surrounded in red are considered city limits. Please use common sense, you know when you’re about within city limits or not.)​
b. Between the hours of 10:00 PM to 5:00 AM in-game time; major crimes (Felony Class Crimes) may be commited with valid RP reasons within any cities limits (LS, Sandy, Grapeseed, Paleto). All demands given must be valid no matter the situation.​
c. Outside of the city limits (LS, Sandy, Grapeseed, Paleto), any crime, to include major crime (Felony Class Crimes) may be commited at any hour in-game.​

2. You may commit crimes anytime and anywhere with proper concealment and a valid RP reason (E.g. wearing a mask, storing away your identification, and wearing gloves and clothes that cannot be traced back to you). No Crime Zone's (NCZ's) are an exception to this rule.

Player Modifications

Players are PROHIBITED from using any graphical, visual or gameplay modification that is designed to increase the players win ratio in PVP or that has the added benefit of aiding the player or other players within PVP. Below are examples of modifications and situations that are prohibited.

- Using shades packs or modifications to increase night time light.
- Modifications that act as tracers.
- Modifications that produce visual or audible effects upon a hit of a player.
- "Black Sky" modifications or modifications designed to change the skybox and light produced in order to aid the player in night time PVP by changing the lighting and allowing the opponent to be seen easier.

You must have footage of your POV showing the drug table/vehicle with a timestamp of you first seeing the drug lab/ vehicle and also a timestamped screenshot or video of the license plate of the vehicle you saw in regards to this rule if Group Management requests evidence of it.

The following are invalid reasons to attempt to band together and form a massive zerg.

b. You’re outnumbered by another gang and your allies do not directly witness it.​

Hello everyone,

We've amended a rule in our Gangs & Gang HQs section!

From:
Gangs & Gang HQ's
Gangs may only attack one HQ per week.

To:
Gangs & Gang HQ’s
  1. Gang HQ’s are considered to be RP’ly populated at all times. You may not engage in any sort of PvP / Crime in another Gang’s HQ without permission from Group Management.
  2. You may not bait or troll another gang outside or near their HQ.
  3. Leaving a situation in which you are initiated on and retreating back to your HQ will automatically grant permission for the opposing gang to attack your HQ. It is the responsibility of the attacking party to ensure they have bodycam of the entire situation and must provide it if asked by Group Management.
  4. Players may not enter Gang HQ interiors, such as properties or garages, while initiated on or in an active situation or chase.
  5. Attacking Gang HQs will be permitted if there is a drug table or RV clearly visible from the outside of the Gang HQ without entering the premises of the Gang HQ. You must have footage of your POV showing the drug table or RV in regards to this rule if Group Management requests evidence of it.
  6. Law Enforcment will be required to do extensive investigative roleplay before getting permission to raid and Gang’s HQ. However, if you able to see a group’s drug operation clearly from the outside, you may raid the RV’s and drug tables that are not in the HQ interior.

In accordance with this, law enforcement groups have been given access to use armored vehicles for a convoy, along with a regular unarmored vehicle to hold said person/people being transported. All other transports of regular gang/group members must remain untouched by players.

We've amended our rules surrounding Gangs & Gang HQs.

Gangs & Gang HQ's

1. Headquarters of gangs that have been granted official or unofficial status by Group Management should be roleplayed as RPly populated and active. Performing any hostile actions in these areas requires approval from a Moderator+ as well as proper planning, thought and valid RP reasoning. Factories (including their immediate, surrounding exterior) belonging to these gangs are subject to this as well, whether or not they are located inside a gang HQ.

Gangs & Gang HQ's

1. Headquarters of gangs that have been granted official status by Group Management should be roleplayed as RPly populated and active. Performing any hostile actions in these areas requires approval from a Moderator+ as well as proper planning, thought and valid RP reasoning. Rule Update: Powergaming

Hello everyone,

We have amended our respawn & finishing policies since we have released the automatic finishing script in-game.

Roleplaying an action that is unrealistic, forcing an action on another player, or enacting certain play-to-win tactics. You are required to give all players a sufficient amount of time to respond to roleplay and in return all players are expected to respond to roleplay in a timely manner. Powergaming includes, but is not limited to:

1) You may not force death (character kill) on another player.

2) Players are prohibited from respawning in active roleplay situations unless first aid has not been applied within 10 minutes or your character has been finished. Malicious respawns are not allowed, such as respawning to prevent other players from searching your body.

9. You are required to respawn once the timer permits if other parties have completed sufficient roleplay that would consider your character to be under NLR. Sufficient roleplay is required and you are still expected to value another individual's life. a. Examples of acceptable finishing: i. /me leans down towards the man, thrusting his blade into his heart. ii. /me aims his firearm down towards the man, pumping a single round into his chest. iii. /do Would he resist this? or /do Success?

Massive Rule Reduction & Cleanup

Goodday community,

This announcement is to let you know we've done a lot of work (Shoutout to Rules Team, LadyEm, PhillyCHEEEEEZ, and RedUno for their efforts) to completely reduce the "girth" of our rules.

We are happy to announce that we have taken our rules from 36 pages and reduced it to 24 pages.

This comes as the second change to our rules in a larger scale project, the first change being the implementation of better organization and moving it to a Google Doc.

Rule Update: Multiple Character Limitations

Hello everyone,

The following rule has been changed from:

Players are permitted to have multiple characters on Mafia City Roleplay, you are expected to hold a majority average on the character that is a part of a group. Failure to do so can result in removal from a group. Continued abuse can result in group membership limitations.

Players are prohibited from having multiple characters in the same group or corporation.

to:

Players are permitted to have multiple characters on Mafia City Roleplay. You are expected to maintain all Out-Of-Character hour requirements on all of these characters that are part of an Official Group, as dictated by the Group Leaders. Continued abuse of these hour requirements can lead to group membership limitations, and failure to meet the Out-Of-Character hour requirements may result in removal from said group.

Players are prohibited from having multiple characters in the same group or corporation.

Hello everyone,

Killing on Sight have been updated to remove needless specifics in initiations:

When initiating on a person, there must be a weapon present and visible. This will give the player a chance to flee/defend themselves. If a weapon is drawn and aimed, a player must fear for their life. When initiating this should always include a demand and a threat, such as:

"Get out of the car or I will pull the trigger"
"Put your hands up or I will stab you"

When initiating on a vehicle you must have a gun drawn and aimed at the vehicle while on foot.

Examples of situations during which it is valid to initiate on a vehicle are:

They are baiting around an illegal location or an active RP scenario, such as repeatedly driving around non friendlies with no sign of leaving.
Their car is stopped and/or off.
Their vehicle is actively evading or fleeing from you.
To:

You may only rob an individual's cash on hand and items within the inventory. You may not rob Police Officers, Medical Department, Department of Corrections, or Department of Justice for any of their duty weapons.

Rule Update: Gangs & Gang HQ’s

Hello everyone,

* Headquarters of gangs that have been granted official or unofficial status by Group Management should be roleplayed as RPly populated and active. Performing any hostile actions in these areas requires approval from a Moderator+ as well as proper planning, thought and valid RP reasoning.

If you are wanting to initiate RP involving hostile actions towards an Official Gang HQ, you must request Moderator+ approval.

* Unofficial gangs that operate in a capacity of 5 or more people and actively recruit or operate in a capacity of being an illegal group or "gang" must apply to become an Official Illegal Group to get tier 1 status to ensure that they fall under the same scope as any other group on the server.
To:

Rule Change: Immersion

Hello everyone,

The rules surrounding hostage takes have been changed by the rules team.

There must be a very valid reason for hostage roleplay to take place. In some scenarios, it involves nearly every legal group and brings their roleplay to a halt. This not only affects the legal groups but the server as a whole as it severely limits their ability to actively roleplay with other members of the community. Approval from a Mod+ is required before any hostage RP or kidnapping a Group Leader can commence with the exception of the following, and similar, situations:

• Arriving at a scene in which another player has already been kidnapped, where the purpose of the kidnapping was not to force a hostage situation
• Grabbing a hostage at the scene of an active crime to which law enforcement has responded in an attempt to negotiate your way out of it
• Players should avoid taking a hostage for the sake of "winning" a scenario or in order to achieve a realistically un-obtainable goal or when it is an unreasonable response to a situation. In addition, both sides must exhibit a reasonable fear of loss. If a hostage taker is unreasonable with a hostage and the opposing side has a reasonable belief that the hostage is in mortal danger, or if there is a negotiation breakdown between the two parties, action may be taken to ensure the hostage's safety. This is especially true in scenarios involving law enforcement personnel as they have a duty and responsibility to protect and serve.

e. Players should avoid taking a hostage for the sake of "winning" a scenario or in order to achieve a realistically un-obtainable goal or when it is an unreasonable response to a situation. In addition, both sides must exhibit a reasonable fear of loss. 1. Real-world currency.
2. Items purchased in the Mafia City Roleplay Shop:
Vouchers purchased in the Mafia City Roleplay shop may not be transferred for profit in/out of game/character.

Services that would be exempt from this rule as long as they are RP'd properly would include but are not limited to:
1. Making a poster for someone for IC events/companies and being paid for it ICly.
2. Making a commercial for someone for IC events/companies and being paid ICly.
3. Making an ad for someone for IC events/companies and being paid for it ICly.
4. Making a IC website, IC Discord, or IC Discord bot.

(All payments must be reasonable and should match the provided service.)
