Thoughts and Ideas for a Civilian Update

Over the last few weeks, I have seen several people wanting a civilian update/content to cater for people who do civilian rp. I would love to make a suggestion when the suggestions open up, but I wanted to get peoples opinions and ideas. I think a civilian update would help enhance both criminal and law enforcement type rp. The addition of hunting shows that people do enjoy taking trips and engaging in leisure activities. I will post a few suggestions I made on another post:



Adding a pawnshop type business would create a blend of legal and illegal rp. Pawnshops only take cash and they will buy any legal item in the game (furniture, clothes phones, radios, legal weapons) at a heavily discounted price. Then you can buy these items for their actual cost or slightly below. (to avoid money farming) This could incentivize gangs to steal goods and sell them to a pawnshop. Now the owner of the pawnshop would sit in a legal grey area. Do they buy stolen phones? do they risk loosing the item if the police say it is stolen? Additionally, adding luxury items such as art, jewelry, and, expensive clothes could boost civ rp and crim rp.

Luxury items could add an additional money pit for civs while providing a target for criminal organizations. Auction off one of a kind art or have this art be rather expensive and not obtainable thru the furniture store (the casino dlc has plenty of assets that could inspire this art from paintings to statues). Allowing players to buy fancy art and other exclusive items to put in their homes opens up a few possibilities. Art heist where criminal organizations steal and try to resell this unique art piece. or even a private party hiring a criminal organization to steal it for them. This also opens up rp for law enforcement.

Another luxury items that could help is expensive clothing or jewelry. Allowing players to buy expensive clothing and jewelry could also enhance a pawn shop type system. These clothing options would be expensive and flashy. (not the most thought out idea but here it is)



I feel that adding more things on the civilian side will help build rp for both law enforcement and criminals.

additional ideas:
- sports/games (tennis, golf, darts, pool, .ect)

- playable video arcades (allow for display of high scores)

- rentable recreation vehicles (seasharks, boats, dirt bikes, ect.)

- open up maze bank stadium for events

- re-work government jobs to have increased progression (variety of vehicles where applicable and possible better tools/gadgets) For Example, postal van that is smaller and carries less but is faster, a mining truck that has increase capacity, a jackhammer that works faster, and a type of grape that is more valuable.

- hotels and resorts (allow people to stay in the diamond casino penthouse/motel interior for parties or other "activities") This would allow for businesses to buy large properties and rent out rooms. This could be any large building or hotel like area.

-add a publicly funded news job (whitelisted) that is funded by the advertisements people make while in the city.

- add functioning poker, roulette, and slot machines. (no idea if this is even possible but hey I am shooting for the moon)

These are just some ideas I have about a civilian style update. Please add your ideas to the discussion and let me know what everyone thinks.

I feel as though with how the server is set up now there's only 3 routes you can realistically take. You're either a crim, a legal worker, or a buisness owner. It would be awesome to see more civilian RP implemented!

I feel as though with how the server is set up now there's only 3 routes you can realistically take. You're either a crim, a legal worker, or a buisness owner. It would be awesome to see more civilian RP implemented!
what specifically would you like to see? or would you want to do for civ things?

I very much want there to be a real civilian presence on the server. It could even account for over half of the server population.

Things like playable video arcades doesn't seem like the right direction, though. Who really wants to log in to a CRPG to play a virtual video game? It seems like a lot of work for the developers that wouldn't do much to deliver on the goal. Similarly, golf could be implemented (presumably much easier), but I still don't see that being the basis for a big push toward civ jobs.

IRL, many jobs require you to work together with others. I've spoken about how fishing jobs could require cooperation, and how that would likely be an improvement over the civ jobs we have now. Largely, that's what people like about the LEO and crim jobs... working with others.

Another keys to making civ jobs work is having a variety of skills that different people can develop. If you make all of the variation dependent upon items instead of skills, then it's the items that are important and the people are just replaceable cogs in the machine. You want the characters to be important, and the ideal situation is one where characters actually need to surround themselves with other characters who have important skills.

Unfortunately, even if everybody is in agreement on the goal, there are going to be lots of different (and opposing) ideas about how to get there. And there's no guarantee that the popular ideas will prove to be successful. In fact, if you look back at the history of popular ideas on this server related to making jobs or the economy better, you won't find many that have made much of a difference. Some probably required a lot of developer effort, too.

I think we're going to have to start small, with a few really good ideas, and build over time. We're also going to have to be willing to experiment some, as the best solutions often develop over the course of time, where you make changes as you go. That's my opinion, anyway.

What are some ideas or things that you can think of that would help grow civilian activities? I know adding more teamwork to civ jobs would help greatly, but what else do you think could help? I know that some of the ideas discussed here may not work fully or even at all in the long run, but I am trying to spark a discussion on what a civilian or piece meal civ update would look like.
